The report also presents a set of plausible but extreme scenarios for each form of attack to illustrate the types of events that insurers could consider as part of their exposure management and underwriting strategies. These scenarios are not predictions but could provide a useful tool to help insurers consider the risks associated with CBRN weapons use.
