Italy - Full Access to Public Tender Process Restored
Potential restriction in access to Italian public tenders for the Lloyd’s market has been lifted.
In a previous newsletter article in December 2013, Lloyd’s informed the market that the Italian Authority for the Supervision of Public Contracts (AVCP) was to introduce a new IT platform for the submission of public tender bids with a total value of more than EUR 40,000, with effect from 1 January 2014. As that system did not have the facility to allow competing bids to be submitted on behalf of Lloyd’s syndicates, Lloyd’s advised the market that the Lloyd’s General Representative would submit bids from syndicates on a ‘first come, first served’ basis until the issue was resolved.
Following dialogue between Lloyd’s Italy and AVCP, the system has now been changed so that many competing bids can be submitted on behalf of Lloyd’s syndicates. This means that all bids that are received in the requisite timeframe and that meet the criteria for the relevant tender will be submitted electronically.
