The report suggests that the first step in protecting US property owners from natural catastrophe losses is ensuring that there is a healthy, private insurance market and that government intervention is kept to a minimum. It also highlights the need for greater cooperation between government, insurers and policyholders in the U.S. to ensure that a greater emphasis is placed on managing and mitigating natural catastrophe risk.
