Charles Roxburgh - Chair
Sir Charles Roxburgh KCB was appointed Chair of Lloyd’s in September 2024, with his tenure commencing in May 2025. He brings to the role extensive leadership experience in both the public and private sectors.
From 2016 to 2022 he served as Second Permanent Secretary of the Treasury. From February 2013 he was Director-General of Financial Services at the Treasury, which saw him sit on the Financial Stability Board and represent the Treasury on the Bank of England’s Financial Policy Committee.
Before entering in the public sector, Sir Charles spent 26 years at McKinsey. His roles there included Co-Head of the Global Strategy Practice, Head of the UK Financial Institutions Group and Director of the McKinsey Global Institute. In 1992, he was the lead consultant working with the Lloyd’s Taskforce and then Chair, Sir David Rowland, on Lloyd’s 1993 Business Plan and 1995-1996 Reconstruction and Renewal Plan.
Sir Charles is also an Independent Non-executive Director of Shell PLC and Non-Executive Member of Global Council of Herbert Smith Freehills. From 2023 to early 2025, he was the NonExecutive Chair of Legal & General America.
Sir Charles was appointed Knight Commander of the Order of the Bath (KCB) in the 2022 Birthday Honours for services to Government.

Hannah-Polly Williams – Deputy Chair
Hannah-Polly Williams is a Director, Head of ESG Europe of the Private Equity fund CD&R.
Before joining CD&R, Hannah-Polly worked for FTI Consulting, where she advised clients on the design and deployment of their ESG and sustainability programs. Prior to this she worked for the International Rescue Committee (IRC) where she was the Global Director of Board Strategy and Engagement, based in New York. Hannah-Polly was seconded to IRC’s Strategy team to lead the funding and public affairs workstreams, and before this, she was based in IRC’s London office leading a large team to develop social impact partnerships with leading global companies. Hannah-Polly started her career in London developing private sector partnerships at Oxfam, the Overseas Development Institute and the Allegra Foundation, where she led UK Coffee Week and Project Waterfall. Hannah-Polly has a B.Sc. in Economics and Government from the London School of Economics, an M.Sc. in Global Governance and Ethics from University College London, and an M.B.A. from Judge Business School at the University of Cambridge.

Elizabeth Cabrera
Elizabeth Cabrera has more than 20 years’ experience in the insurance sector, having served in a number of senior actuarial, capital and portfolio management roles with an international remit, including Swiss Re, PRA, Deloitte, Talbot Underwriting and Starstone. Elizabeth is currently working as an independent consultant helping global organisations implement transformational projects that improve underwriting results and risk management. Elizabeth is a Chartered Statistician and holds an Executive MBA from Henley Business School.

Oliver Ferrari
Oliver Ferrari started his career at Marsh in 2013 on the Graduate Scheme where he worked within the Private Clients’ division and built Programs for the Marsh & McLennan’s Agency (MMA) network. In 2015, Oliver was appointed Chairman of the British Insurance Broking Association’s Central Region. Here he chaired the board and annually helped deliver the British Insurance Manifesto to Members of Parliament. In 2017 Oliver was awarded both the British Insurance Broking Association’s Broker of the Year Award and the Insurance Business Young Gun of the Year Award. In 2018, Oliver moved to Guy Carpenter to build out a new MGA practice. Shortly after his arrival, Oliver was appointed as Head of MGAs London.

Mark Fidler
Mark started his career with PwC, qualifying as a Chartered Accountant and specialising in the insurance sector through to Senior Manager. He has a long-standing connection with the Lloyd’s market, having held multiple roles, including at Equitas and the Reconstruction & Renewal Project. Mark is passionate about helping companies improve their social impact; he has worked for Liberty in London since 2009 and presently leads Liberty Specialty Market’s Corporate Social Responsibility programme as well as overseeing its real estate portfolio. He is a Trustee of the Over The Wall children’s charity and has also been a Trustee of Broadway, a homeless charity (now part of St. Mungo’s).
Nathan Hambrook-Skinner
Nathan is the Senior Director at FTI Consulting, where he works with insurance clients across reputational and strategic issues. He previously worked at Lloyd’s from 2017 to 2022, where he began by leading the UK Press Office and went on to lead regional branding, marketing and communications between the firm’s New York and London offices. From 2012 to 2017, he was director of global communications for international insurance broker Willis Towers Watson. In 2013 Nathan was selected to join a scientific expedition to Antarctica, aimed at spotlighting how climate change and extreme weather are driven by anthropogenic global warming. Prior to this he was a journalist working in regional, national, and financial newspapers. In 2017 Nathan founded The Dear Toby Trust in memory of his son Toby, which funds research to treat rare cancers and seeks to reduce the suffering of children enduring cancer treatment. Nathan has a BA History and MA Journalism, Media, and Cultural Studies from Cardiff University.

Raza Hassan
Raza Hassan is a Renewable Energy insurance broker at Ed Broking, working with clients globally to help place their operational insurances.
He started his career in insurance in 2013 and has worked within Energy insurance on both the underwriting and broking sides within the Lloyd’s and London markets, having previously worked at Munich Re and Marsh. Raza was a Member of the Board for the Lloyd’s Community Programme since March 2016, before becoming a Trustee of the Lloyd’s of London Foundation in 2020. Raza is an ambassador of the London Insurance Life, part of the London Market Group, having joined in October 2016.

Holly Hedgeland
Dr Holly Hedgeland has an established background in education and research. A physicist by training, she completed a PhD and postdoctoral research at the Cavendish Laboratory, University of Cambridge and subsequently at the London Centre for Nanotechnology, University College London, where she held a Leverhulme Trust Early Career Fellowship. Two years in the secondary sector as a teacher of mathematics and physics and an MA in Education also led her to interests in Physics Education Research and technology enhanced assessment, which she further developed as a Senior Lecturer and Staff Tutor in the School of Physical Sciences at The Open University. With experience of Widening Participation in the contexts of both the Open University and as Admissions Tutor for the Sciences at Robinson College, Cambridge, she currently holds the position of Senior Tutor at Clare Hall, University of Cambridge.

Caroline Klein
Caroline Klein has worked in communications, public relations and marketing in the financial services sector for nearly 20 years. She is currently PR director at Haggie Partners, which she joined in 2019.
Previously she held roles at Canopius, Miller, PPL and Japanese investment bank Daiwa Securities and has wide ranging experience across external and internal communications. Caroline holds an MA in Japanese Studies from the University of Cambridge and lived and worked in Japan for a number of years, focusing on promoting international exchange at the community level, both through the JET Programme and the Council of Local Authorities for International Relations. She has been personally involved in the Lloyd’s Community Programme for many years, beginning with participation in the reading partner programme, as well as mentoring young students from Tower Hamlets. She has been a trustee of the Lloyd’s of London Foundation since 2019.

Dawn Miller
Chief Commercial Officer, Lloyd’s & CEO, Lloyd’s Americas
Dawn joined Lloyd’s in 2022 and oversees Lloyd’s global network across the Americas, Asia Pacific Middle East & Africa (APMEA) and European Regions. She is responsible for our Global Network governance, market development, strategic engagement with key trading partners, and New Entrants into the Lloyd's Market. She also leads on Strategy & Innovation at Lloyd’s, including the Lloyd’s Lab and Academy.
Dawn is a member of the Lloyd’s Executive Committee and is a director of Lloyd’s Insurance Company in Europe. She has over 25 years of experience working in the global insurance industry with oversight of underwriting, distribution, clients, and strategy, including leadership positions at CHUBB, AXA, AIG and WTW. Having started her career in Washington D.C., Dawn has since taken on senior positions in London, Houston, New York, Paris, Dubai, San Francisco and Zurich.
Dawn is a Legacy Leader of the Insurance Industry Charitable Foundation (IICF) and immediate past chair of the Board of Trustees for IICF UK. She sits on the Leadership Council of Founders4Schools, the Executive Council of the International Insurance Society (IIS), Advisory Council of the Insurance Information Institute (III), Advisory Board of the Maurice R. Greenberg School of Risk Management, Insurance and Actuarial Science and is Vice Chair of The American University, School of International Service Dean’s Advisory Council. Dawn is a member of the International Women’s Forum (IWF), Worshipful Company of Insurers (WCI) and joined the Board of British American Business in October 2024.

Ola Jacob Raji
Ola Jacob Raji has enjoyed over ten years working in the London Market Insurance Sector on UK Retail, Product Recall, Terrorism and Onshore Energy. Since joining FloodFlash, Ola has formed a key part of the team responsible for bringing their award-winning flood insurance to clients around the UK and now US.
Ola is a champion of Risk Management and believes parametric insurance is an essential part of changing the image of the insurance industry. Ola engages with many industry bodies outside the day-to-day and has been a Trustee of the Lloyd’s of London Foundation since 2021.
