Sir Richard Mottram took up his position as Security and Intelligence Co-ordinator now Permanent Secretary, Intelligence, Security and Resilience, in November 2005.

As part of this role, he oversees the Civil Contingencies Secretariat and the Intelligence and Security Secretariat and leads inter-departmental work on counter-terrorism and crisis management. He also acts as Deputy Chair of the Civil Contingencies Committee, supports the Home Secretary in his role as Chair and in the event of any serious incident requiring central government co-ordination acts as the Government's senior crisis manager. Sir Richard also now chairs the Joint Intelligence Committee.

Sir Richard entered the Civil Service in 1968 and worked mainly in the Ministry of Defence (MoD), with a spell in the Cabinet Office.  His main responsibilities were for defence strategy and policy, and corporate planning for the defence programme. 

He has held a number of posts at Permanent Secretary level.  From 1992-1995 he was Permanent Secretary at the Office of Public Service and Science in the Cabinet Office.  From 1995–1998 he was Permanent Secretary at the MoD.  In 1998 Richard became Permanent Secretary of the Department of the Environment, Transport and the Regions and subsequently in 2001, Permanent Secretary of the Department for Transport, Local Government and the Regions.  Prior to his current role, Sir Richard was Permanent Secretary of the Department for Work and Pensions.

Outside the Civil Service, he is a Governor and a Member of the Council of the Ditchley Foundation and a Governor of Ashridge.
