Introduction
The first, second and third non-life insurance directives lay down provisions for the writing of non-life insurance business in the EU.
The first Non-Life Insurance Directive concerns the taking-up and pursuit of non-life insurance business carried on by insurance undertakings which are established in a Member State or which wish to become established there.
The second Non-Life Insurance Directive lays down rules for the exercise of cross-border non-life insurance business which balance the needs of freedom to provide services and consumer protection.
The third Non-Life Insurance Directive introduces a single authorisation system whereby an insurance undertaking whose head office is in one of the EU Member States may open branches and carry on business by way of the freedom to provide services under the supervision of the Member State in which its head office is based.
Implementation
All 27 Member States have implemented the non-life insurance directives.
These three non-life insurance directives will be recast into one new legislative provision, as part of the Solvency II framework.
